This is the steel "top hat" sleeve, which guides the 50 BMG primer straight and true inside the PT-50-H priming tool. It is removed when using the tool as a depriming device, so as to provide more clearance for the spent primers to fall out (although you can leave it in place).

It is offered as a replacement in case of loss or breakage, but is included in the primer tool. You do not have to purchase it separately unless, of course, the original is lost.
