This is a blued steel bracket or "shelf" that stop the lead wire from falling past the bottom bar of the core cutter, when you move the lever to cut a piece of wire. In effect, it extends the top surface of the moving or bottom bar of the cutter so that the lead being cut won't slip down past the moving bar. It is offered as a replacement part in case of damage to the original. There is no reason to have one other than to repair a damaged cutter. They are very seldom damaged in normal use (almost never) but might be lost if a person were to take the tool apart for some reason. These are kept in stock.
