This is the 4 digit stroke counter on the CHP-1 Hydro Press, which counts how many bullets or press strokes you have made. It is reset to zero by pressing a button, so that you can use it for a series of operations to make sure you are making the right number of cores, seated cores, and finished bullets for a given task.
Counters rarely fail but they are easy to replace (with the press disconnected from power). The two leads are interchangeable (no polarity) and simply connect back to the same place as the original.
