This is a Base Guard disk making die for 50 caliber lead bullets. You can make lead .50 S&W or other .50 cal projectles and apply copper Base Guard disks, which are swaged to the base during bullet creation. A hole in the center of the disk lets lead flow through and form a rivet head against the BG punch used with your swage die. This die uses a standard .030 x 1 inch strip which you can punch on one edge and then reerse and punch along the other edge, with the holes slightly offset from each other.
